Title 1
Three decades of research provide convincing evidence that
parents are an important influence in helping their children
achieve high academic standards. When schools collaborate with
parents to help their children learn and when parents participate
in school activities and decision-making about their children's
education, children achieve at higher levels.
Title 1 of the Elementary and
Secondary Education Act (formerly known as No Child Left Behind) is
the largest federally funded educational program. This program,
authorized by Congress, provides supplemental funds to school
districts to assist schools with the highest student concentrations
of poverty to meet school educational goals Section 1118 of Title 1 is the section

In order to assist State Education Agencies (SEA), Local
Education Agencies (LEA) and schools in administering the parental
involvement provisions of Title I, Part A of the Elementary and
Secondary Education Act, a guidance document, Parental
Involvement: Title I, Part A, was created. This
guidance is not intended to be all-inclusive; rather, it answers
questions about and clarifies aspects of the law that have been
brought to the attention of the U.S. Department of Education.
